In John 14, just before His crucifixion, Jesus said that the Holy Spirit was present but not yet within the disciples—they still needed to be washed by His blood. After His resurrection, in John 20, He came to the disciples, breathed on them, and said, “Receive the Holy Spirit.” This was the moment they were born again, because they believed in the resurrection, and the Holy Spirit came into them.
But even after they received the Holy Spirit within them, Jesus said in Luke 24 and Acts 1:8 that they must wait for the promise of the Father—the Holy Spirit who would come upon them. This would give them power to be witnesses of Him.
In Ephesians 5, we learn that the continual filling with the Holy Spirit results from fellowship, prayer, and praise. It is clear that, without the baptism of the Holy Spirit, you do not have the power to effectively be a witness.
